The Palestinian territories in general and Taffouh Municipality in particular are experiencing big changes of multi-dimensional domains of life, resulted in an accelerating archaeological growth. Therefore, master plans are considered as one of the most important and vital projects for the development of any human society because they control the development process in urban localities. They present us a future vision and a plan limited with time and geography, and their importance comes from determining the functional relationships between different localities and the neighboring areas of development. They lay out a perspective for the nature of archaeological nature and its directions and contribute to solving the existing housing problems in these localities. In addition, they determine the future use of lands, road networks and the general services in a manner that suits the rate of population growth in these localities. They also affirms in a way or in a another the national identity through the preservation of the historical, heritage and archaeological style , inherited over the years in these localities.
The town suffered a lot because of unavailability of modern master plan where the existing master plan has been approved in 1994. Its area was only (1 Km²) and includes the old town and the neighboring areas with few roads in the middle of the town. Because of the large increase in population, a lot of problems appear such as the random spread of buildings and quarries, which were discovered 15 years ago and lately reached the housing areas. All these areas were outside the borders of municipality. To control all these problems, municipality in 2008 applied for the extension of municipality borders to include the housing extension and some of quarries areas in order that the new master plan of municipality borders has become (7.5 Km²), namely that the extension exceeds more than (6.5 Km²) from the old master plan. The new master plan has been approved by the Supreme Planning Council on 20/5/2008. Immediately after getting the approval , municipality corresponds the Ministry of Local Government and a number of donating countries institutions to get the required fund to fulfill a comprehensive master plan of the extension areas. Early on 2011, a bid tender of the new master plan has been submitted by the Ministry of Local Government. It is expected to commence the implementation of project at the beginning of July 2011. It is also expected that the new master plan will contribute to curb or to limit the transgresses (misbehaves) in establishing buildings and the infringement on the public roads, especially on the roads that lie outside the master plan. It will also help us to determine the commercial, industrial and housing areas and limit the random spread of quarries and factories in the housing areas and the increase of licenses at the time that the percentage of buildings obtaining licenses do not exceed (5%).
The fulfillment of the new master plan aims at outlining the basic guidelines which guide the development process and the archaeological progress. Moreover, the new master plan will sort out the use of lands, either for housing, commerce, industry, recreation or tourism, etc…. it also demonstrate a lot of necessary needs for town, for urban environment and population needs. Besides, it helps maintaining the aesthetic, ecological and hygienic aspects, sparing sufficient areas and proper places for public services, drawing out road networks and the related public facilities in town, conserving the historical areas, improving the standard of public health through determining the use of land and through determining sufficient distances between houses.
